Board of Supervisors Meeting Recap for October 24, 2023

The Kern County Board of Supervisors met today as scheduled for Tuesday’s October 24, 2023, Board Meeting. Supervisor Phillip Peters (District 1), Supervisor Zack Scrivner (District 2), Chairman Jeff Flores (District 3), Supervisor David Couch (District 4), and Supervisor Leticia Perez (District 5) were in attendance. Meeting Highlights:  

  • Item No. 1 AM session: 
  • The Board proclaimed November 2023 as National Adoption Awareness Month in Kern County.  
  • Item No. 2 AM session:  
  • The Board proclaimed November 2023 as National Homeless Youth Awareness Month in Kern County.  
  • Item No. 19 AM session:  
  • The Board approved safety improvements at Meadows Field Airport including upgrades to their Penetration Aircraft Skin Trainer for an Aircraft Rescue Fire Fighting Station. 
  • Item No. 25 AM session:  
  • The Board approved an agreement with Telecare Corporation to provide crisis stabilization services for mental health clients in Lake Isabella, Ridgecrest, Mojave, and eastern Kern County through June of 2024. 
  • Item No. 28 AM session:  
  • The Board voted to establish a resolution of the regular meeting dates of the Board of Supervisors for 2024.

  • Item No. 38 AM session:  
  • The Board approved the fire department’s request to extend the local emergency due to the Hurricane Hilary storm incident.

  • Item No. 42 AM session:  
  • The Board approved an agreement with the Kern Community College District for resource family approval training at Bakersfield College through December of 2027.  
  • Item No. 43 AM session:  
  • The Board approved Human Services establishing a mid-year capital project for new playground equipment at the Jamison Children’s Center.  
  • Item No. 45 AM session:  
  • The Board approved theKern County Library appropriating unanticipated revenue from “Stay and Play” project funding for programming at three branch locations.  
  • Item No. 46 AM session:  
  • The Board approved the Kern County Library accepting a donation from the Kern County Library Foundation to enhance library services to residents.  
  • Item No. 48 AM session:  
  • Public Health presented their annual Child Death Review report for the 2022 calendar year.

  • Item No. 50 AM session:  
  • The Board approved an agreement with San Joaquin Community Hospital dba Adventist Health Bakersfield for immunization activities in Kern County through June of 2024. 
  • Item No. 51 AM session: 
  • The Board approved an agreement with the California Department of Public Health for the AIDS Drug Assistance program through June of 2027. 
  • Item No. 52 AM session:  
  • The Board approved an agreement with the California Department of Public Health for the Tobacco Prevention program through June of 2024.   
  • Item No. 53 AM session:  
  • The Board approved an agreement with the California Department of Public Health for the HIV Prevention Grant program through May of 2024.  
  • Item No. 57 AM session:  
  • The Board approved the Kern County Sheriff’s Office adding four Sheriff’s Background Investigator I/II positions to further support recruitment and retention efforts within the department.  
  • Item No. 10-11 PM and 13-14 PM session:  
  • The Board held a series of protest hearings for cost incurred for various nuisance abatement work throughout unincorporated Kern County.     
  • This effort supports the enhancement of quality-of-life for Kern County residents.    
  • Item No. 21 PM session:  
  • The Board voted to approve agreements with the Alzheimer’s Disease Association of Kern County, Arts Council of Kern, Bakersfield Museum of Art, Bakersfield Symphony Orchestra, Court Appointed Special Advocates (CASA), Kern Literacy Council, Kern Medical Center Foundation, and Volunteer Center of Kern County. 
  • Item No. 25 PM session:  
  • The Board voted to contribute $1,000 to Camp Hamilton Veterans Memorial Park Inc. to support local veterans.  
  • Item No. 26 PM session:  
  • The Board voted to contribute $500 to Honor Flight Kern County to assist in helping Kern County veterans travel to Washington D.C.  
  • Item No. 27 PM session:  
  • The Board voted to contribute $1,800 to Court Appointed Special Advocates (CASA) for their Superhero 5K event.  
  • Item No. 28 PM session:  
  • The Board voted to contribute $500 to the Delano Community Alliance for their 5th Annual Delano Community Thanksgiving Luncheon.  
  • Item No. 29 PM session:  
  • The Board voted to contribute $3,000 to the Richard Prado Foundation to support programs for local seniors. 
  • Item No. 30 – 31 PM session:  
  • The Board approved the plans, specifications, and notice to contractors for the Mojave East and Heritage Park Beautification and Enhancement projects.
