Board of Supervisors Meeting Recap for November 28, 2023

The Kern County Board of Supervisors met today as scheduled for Tuesday’s November 28, 2023, Board Meeting. Supervisor Phillip Peters (District 1), Supervisor Zack Scrivner (District 2), Chairman Jeff Flores (District 3), Supervisor David Couch (District 4), and Supervisor Leticia Perez (District 5) were in attendance for the morning session. Supervisor Phillip Peters (District 1) was absent from the afternoon session. Meeting Highlights:  

  • Item No. 15 AM session: 
  • The Board heard a presentation from the Auditor-Controller-County Clerk on investments in operational improvements and additional security for the Elections Division.

  • Item No. 18 AM session: 
  • The Board approved an agreement with the Bakersfield American Indian Health Project to address behavioral health treatment needs of Native American and Alaskan Native populations in Kern County, in addition to offering an internship for the department’s employment-based practicum students. 
  • Item No. 23 AM session: 
  • The Board heard a presentation at the request of Fourth District Supervisor David Couch to hear from the City of Shafter on the Shafter Learning Center.

  • Item No. 28 AM session: 
  • The Board approved an agreement with the Fresno Regional Workforce Development Board for the Earmark Valley Build Now grant through September of 2025. 
  • Item No. 30 AM session: 
  • The Board approved Human Services accepting an in-kind donation from Pine Mountain Scrappers Quilt Guild for handmade quilts and pillowcases for the Jamison Children’s Center. 
  • Item No. 39 AM session: 
  • The Board approved Public Health purchasing important safety and educational baby resources for at-risk populations in Kern County. 
  • Item No. 45 AM session: 
  • The Board approved the Sheriff’s Office procurement of a SHERP N1200 Utility Terrain Vehicle for the KCSO Search and Rescue Unit to successfully operate in snow, ice, mud, sand, and water. 
  • This needed investment in equipment will better support KCSO deputies in protecting and serving residents across our large county. 
  • Item No. 1 PM session: 
  • The Board voted to proclaim November 2023 as National Lung Cancer Awareness Month in Kern County. 
  • Item No. 8 PM session: 
  • The Board approved an agreement with The Open Door Network for the State of California Emergency Solutions Grants (ESG) funding for Rapid Re-Housing assistance for eligible residents across Kern County.  
  • Items No. 9 – 16 PM: 
  • The Board held a series of protest hearings for cost incurred for various nuisance abatement work throughout unincorporated Kern County.     
  • This effort supports the enhancement of quality-of-life for Kern County residents.    
  • Item No. 33 PM session: 
  • The Board approved an agreement with the Community Action Partnership of Kern (CAPK) for coordinated entry system rapid response under the Homeless Housing Assistance and Prevention Round Three Program through December of 2025. 
  • Item No. 36 PM session: 
  • The Board approved an agreement with Stanford University for participation in the Evidence for Policy Fellowship program to develop Kern County’s entrepreneurship dashboard initiative. 
  • This will include systems and structures to help Kern County understand the regional entrepreneurship landscape, as well as impact of programs and policies, in order to make recommendations about ways to stimulate local business growth. 
  • Kern County is establishing a formal relationship with Stanford to ensure our region becomes the best place in the State of California to start and grow a business. 
  • This one-year program will support Kern County’s economic development team in having access to Stanford’s technology, training programs, data collection methodologies, and mentorship, to bolster the professional development and policy goals of Kern County.  
  • Item No. 37 PM session: 
  • The Board allocated $1.3 million to facility improvements at the new Coroner Facility, upgrading the quality of one of Kern County’s most critical functions to better serve residents. 
  • Item No. 39 PM session: 
  • The Board voted to contribute $1,000 to the Lost Hills Union School District to support the cross country team. 
  • Item No. 40 PM session: 
  • The Board voted to contribute $2,701 to the Golden Empire Gleaners to support the Kern County Cares Food Drive. 
  • Item No. 41 PM session: 
  • The Board voted to contribute $500 to The Open Door Network and $500 to the Kern Partnership for Children and Families to support the Holiday Cottage.  
  • Item No. 42 PM session: 
  • The Board voted to contribute $2,000 to Laborers of the Harvest for the purchase of food items for distribution in Arvin and Taft. 
  • Item No. 43 PM session: 
  • The Board voted to contribute $250 to support the P.R.I.D.E Pantry at Shafter High School. 
  • Item No. 44 PM session: 
  • The Board voted to contribute $500 to the American Legion Post 26 to support the Holiday Food Basket Drive. 
  • Item No. 45 PM session: 
  • The Board voted to contribute $500 to the Shafter Lions Club to support the Shafter Christmas Parade. 
  • Item No. 46 PM session: 
  • The Board approved Supervisorial District 4 donating food items to the Delano Assembly of God Food Kitchen. 

The next Regular Board Meetings are scheduled for December 5, 2023, at 9 a.m. and 2 p.m.
